Professional 2D animation Project: Track and Field Cartoon

I would like to create a cartoon animated series. This post is for the first one. There will be others to follow.
The details are:
- Software required: ToonBoom or Adobe After Effects
- Animation Style: Batman/Superman animated series
Cartoon Details:
- Length: about 10min
- Track & Field based: Talking animation, running animation, stretching animation and so on.( Fluid and smooth animation style)
- I have the main characters already designed in Adobe Illustrator
- I may need assistance with the background designs (stadium, track)
